Legal & Recovery Services Department

The Legal & Recovery Services Department plays a vital role in protecting the interests of the Kiribati Housing Corporation (KHC) by ensuring compliance with the Corporation’s policies, managing legal and recovery matters, and delivering fair and efficient services to our tenants and stakeholders. Through proactive engagement, sound governance, and effective asset management, the Department supports KHC’s commitment to responsible housing management and service excellence.

The Department comprises a dedicated team of five professionals, each contributing to the effective delivery of KHC’s legal, compliance, risk, and recovery functions.

  • Inspectors – Our two Inspectors are the Department’s field officers. They conduct regular property inspections, monitor compliance with tenancy obligations, and engage directly with tenants and stakeholders to ensure KHC’s policies and standards are upheld.
  • Tenant Monitoring Officer (TMO) – The TMO serves as a key point of contact for our tenants and members of the public seeking housing assistance. The officer manages tenant enquiries, monitors tenancy matters, and acts as the Secretariat to the Housing Allocation Committee by coordinating and presenting applications for housing allocations, transfers, and other tenancy-related requests for the Committee’s consideration.
  • Quality Assurance, Risk & Compliance Officer (QARCO) – The QARCO is responsible for strengthening KHC’s governance framework by monitoring internal compliance, assessing operational risks, and promoting continuous improvement to ensure our services are delivered with accountability, integrity, and consistency.
  • Legal & Recovery Services Manager (LRSM) – The LRSM provides strategic leadership for the Department, overseeing legal services, recovery operations, policy implementation, and compliance across the Corporation. The Manager also ensures that KHC’s assets are protected and that legal and recovery processes are carried out fairly, efficiently, and in accordance with the law.
